EMSB calls for revisions to Secondary III and IV history course

Montreal, August 18, 2021 – The English Montreal School Board (EMSB) has requested immediate revisions to the Ministry of Education’s Secondary III and IV History of Quebec and Canada Program, most notably to further address the historical contributions to Quebec by non-Francophone cultural groups.

 In addition to June’s resolution, six other resolutions were unanimously adopted by the EMSB Council of Commissioners between 2016 and 2019 advocating for improvements to the provincial history programs. The resolutions also call for the active promotion of zero tolerance policies towards racism and discrimination.

“The present content of the curriculum falls woefully short of a fair and balanced presentation of the contributions to the development of Quebec over the centuries by the minority communities, including those of the Anglophones, Allophones, Indigenous, Blacks, Jewish, Italians, Muslim, and other minority groups,” said EMSB Chair Joe Ortona. 

To begin to address the deficiencies in the provincial curriculum, the EMSB established a History Experts Committee, which is comprised of three professional historians, as well as the EMSB History Resource Development Committee to independently review the provincial curriculum and student textbooks.

The History Experts Committee found multiple shortcomings of the curriculum, particularly when it comes to Black Canadian History, History of Immigrants, History of Indigenous People and Women in History. The Reflections textbooks (Origins to 1840 for Secondary III and 1840 to Our Times for Secondary IV) were also found to be poor translations from its original French editions, containing many historical inaccuracies.

To supplement the curriculum, the Committee recommended that additional resources, such as eyewitness accounts as well as visits to libraries, museums and archives should be implemented a means of providing students with a better understanding of history.

EMSB Chair takes aim at Language Minister’s talking out of both sides of his mouth about English public schools

Montreal, May 14, 2024 – The English Montreal School Board takes strong exception to comments made by Minister of the French Language, Jean-François Roberge, which unjustifiably take aim at English school boards. Mr. Roberge’s comments last week are particularly stunning since, when he was Minister of Education in the previous CAQ mandate, his administration issued a directive for the EMSB to reduce the number of hours devoted to French instruction in  immersion program schools. “Whether Mr. Roberge is ignorant of the facts, or disingenuous, such statements are unbecoming and undignified of an elected official, much less a minister,” said EMSB Chair Joe Ortona. “Has his position   changed? EMSB very pleased with partial stay on Bill 96

Montréal, April  18,  2024 - The English Montreal School Board (EMSB) is very pleased with a Québec Superior Court decision that provides a partial stay of provisions of Bill 96 and the Charter of the French Language. This ruling also benefits other English language boards and the Quebec English School Boards Association. EMSB Chair Joe Ortona notes that the  Superior Court stayed parts of the law that would require English school boards to communicate exclusively in French when writing with key institutions of the English-speaking community, such as the Quebec English School Boards Association or the English Parents’ Committee Association of Quebec.  The EMSB had challenged the application of amendments to the Charter of the French Language adopted in 2002 that the government only brought into force in June 2023, without any consultation of the English-language community. “This is a significant win, of which the EMSB should be proud,” said Mr. Ortona. “While we offer rich programming
